Salter: School funding ‘grades’ surprising

STARKVILLE – In a prior column, I tried to explain the genesis of the Mississippi Adequate Education Program and the key role education funding equity plays in both the MAEP concept and in the current battle over Initiative 42 as a vehicle to force state legislators to “fully fund” K-12 education regardless the state’s fiscal condition and regardless the impact on other key functions of state government.
